Sure -

A lot of slow boot times can be attributed to software issues - what's being loaded, if it's trying to connect to the internet or other network, etc.

You can turn off all of your "startup" programs just to see if it boots faster. Then turn each one back on one-by-one to see the effect.

Do a RUN msconfig to access the startup program option.

A motherboard can effect processes causing slowness, however, 90% of the time its never the motherboard causing you problems unless its a power issue (eg not getting enough power or not able to support enough power)

You may want to check the core temperature of your CPU and GPU. Also, RAM has a big part to play in the speed of your computer.

2 things you never skimp on when purchasing computer accessories, CPU and RAM.
